the stronger the enemy gets, also with evry week passing the enemy stacks arround the map will get stronger as well. The more turns you stay idle and dont explore the map or fight. What i used to do is avoiding fights and build an army strong enough to take on fights without losses, but thats where ive gone wrong. Im playing on hard and ive finally find out what it is. now that i have got more experience with the series i tried the campaign again after a year break or so.
